User Manager module allows to manage user/role by users desginated by administrator.

The WorkControl-UserDirectory module can be used to display directory listing of registered users.  The module allows to search for users by name, phone, etc. and drilldown to user profile detail.  The directory listing can be configured to display a subset of users in the portal based on security roles.
