Bug fixes

1. New users are not assigned to "Auto Assignment" role 
2. The sub-menu adding New User, New Role and New Group are not disabled when their settings were set to false in the module settings page 

Enhancements

1. Adding missing fields such as Service Fee, Billing Period, etc. to role edit/advanced settings screen to match with the DNN build-in screen
2. Add ManageGroupEnable flag to the module settings screen.  This flag will hide/show add/edit/delete of role group.
3. On screen requiring to filter roles, make the Global Group as default role group selection
